I'd like to recommend Rimu hosting ( http://rimuhosting.com ), they have lightning fast response to enquires and their Status page ( http://rimuhosting.com/maintenance.jsp ) gives you plain descriptions as to what is happening. In other words they don't seam to hide anything from their users/customers.
